The pilot set up to launch from a field with a fence that is normally plenty far away. He inflated, ran and ran and ran, finally just barely getting airborne but not in time to clear the fence. He realized it in time to abort and barely managed to stop just shy of the fence. In the process of pulling the brakes down and back, he got his hand through the cage netting and into the prop (bottom half of the cage). He may have been on the power still (by mistake) or the prop could have been coasting to a stop. The extent of injury suggests that it was probably under power. He fortunately did not lose any fingers and should have a full recovery.
