Pilot was on 18th flight. He has been slowly working on passes down the strip and usually flew them at around 15-20 feet getting the feel for judging altitude, etc. As I was buckling into my gear to get ready for takeoff, I witnessed the pilot make a pass, only this time his altitude was approximately 7-8 feet. He began a slight side-to-side swing as he was trying to make minor heading corrections. It appeared that his oscillations distracted his attention from maintaining throttle control and altitude. As he swung under on one oscillation he impacted the ground, butt first, in the grass next to the runway. The rear of his cage hit the ground and the impact deformed the cage enough such that the prop struck the lower brace on the foot area of the cage. It also struck the fuel tank crinkling it and making a small hole. The prop, of course, shattered and splintered. Pilot suffered no injuries whatsoever.
