Tandem pilot, not rated by USPPA, was flying with his wife landed in the water and drowned. His passenger was able to swim safely to shore. Pictures suggest that he had released at least one brake and was unable to retrieve it. That would have left control limited. Although engine failure is a possibility or intentional low flying, these are not likely. It may have been the distractive aspect of trying to regain the brake and losing track of altitude.
