Read More: Westchester Top Stories Authorities say 47-year-old Rupert Cebular, from New York City, was practicing a touch and go maneuver on the frozen river when he broke through the ice. Hours later, authorities pulled Cebular’s body and paraglider from the river. Randall airport manager Charles Brodie spoke with the two men before they took off and says they seemed like experienced fliers. Late Wednesday, their cars were still at the airport with a small dog shivering inside one of them. The State Police Bureau of Criminal Investigation will be handling the case, and they say they have already contacted the Federal Aviation Administration.
