An admin can give any basic or advanced rating that the admin themself possesses.
Minimum of 90 flights. It is common to need 200 or more flights before attaining PPG 3 skill levels.
Obtained during initial training. The student is ready to do their first couple of solo flights.
Can issue basic ratings (PPG 1-3). Can not issue advanced ratings.
